Generally speaking, in an emergency dial 911 and an operator will assess your situation and dispatch the appropriate response team. Operators will usually only speak English.

Dial 911 and report your emergency to the operator. The operator will call back if the connection is lost. If you don’t pick up the call, the police department will treat your call as an emergency and police will be dispatched to the address attached to telephone number used.

Dial 911 and ask for the Fire Department. The LAFD are too busy to rescue cats in trees so don’t even bother asking.
