Most landlords and real estate agents will graciously hand you a contact list of LA’s Gas, Electricity, and Water companies. Home owners and renters are responsible for paying all of their utilities unless notified otherwise. Most apartment units come with the water bills included (with some exceptions). Identify the utility provider for your area, call the telephone numbers provided and explain that you’ve just moved to the property. The operator will ask for your name, any previous address within LA County, and the date you moved in. You will receive your first bill within ten days that lists a small set up fee for new accounts. After which, you will receive a monthly bill.
Many of the utility provider websites now offer tips to be smart both economically and ecologically, and give incentives and rebates to various customers. Pay bill online or by mail.

Postal Services
The USPS gives information on shipping costs for regular and priority mail, post office locations, purchasing stamps online, and passport renewals. International shipping is available for parcels and envelopes and is cheaper to use than independent shipping companies.
When moving from one place (in the US) from the other, you can notify USPS of change of address. They will then forward any mail addressed to your old address to the new address. You can do this in person at any post office or via online.
