Like becoming a regular doctor, becoming a vet in Korea takes a lot of time and training in university. Most vets speak fluent English and are very helpful to expats who bring in orphaned/abandoned pets, so even if you don’t live close to one of the vets listed, chances are your neighbourhood vet (and there are vets in roughly every neighbourhood in Seoul) will speak enough English to give you proper service and to meet the needs of your pet.
